Update on Liberty and Censorship templates

Templates used at article, Freedom of speech, to converted to footer templates using {{Navbox}}.
- Update on status of footer template
- I posted a notice about this proposal to convert to a footer template that goes at the bottom of articles, using {{Navbox}}.
- I cross-posted the same notice to the talk pages for {{Liberty}} and {{Censorship}}.
- I waited over one week, and received one response in support of this proposal.
- Therefore, this has now been
Done.
- I also took the liberty of going ahead and moving the newly converted template to the bottom of pages in the article-main-space where it was being used.
