The BJRR began operations in 2012 using 71.48 kilometers (44 miles) of the former Ferrocarril Tijuana y Tecate track which was constructed in 1910 by the [[San Diego & Arizona Railway]] from San Diego to El Centro. BJRR is the technical operating and maintenance assistant of Baja California segment from border to border under agreement from the manager of the railroad, [[ADMICARGA]],<ref>{{cite web|title=Antecedentes - Ferrocarril Tijuana Tecate|url=http://fcbc.com.mx/Antecedentes.htm|publisher=Gobierno del Estado de Baja California|accessdate=2012}}</ref> a State of Baja California Government entity. The obstacles being faced by BJRR is a virtually unchanged 100 year old rail infrastructure that has been a target of minimal maintenance. Despite this, LPG hazardous material is the main commodity hauled by the railroad to serve Tijuana urban and suburban industry and households. The railroad's major customers being Z GAS, StarGas, the Chuahutemoc-Moctezuma brewery in Tecate which receives import grain and Corn Syrup. Other customers receive shipments such as borax, pig lard, lumber, steel, paper and cattle feed.<ref>{{cite web|title=Baja California Railroad, Inc.|url=http://www.bcrailroad.com/|publisher=Google Sites}}</ref> Currently the Tourist Passenger train excursions remain suspended until further notice.<ref>{{cite web|last=Lic. Baja California Railroad, Inc. (reporting mark BJRR) is a class III railroad operating in northwest Baja California, interchanging with the San Diego and Imperial Valley Railroad in San Ysidro, CA[1] and will interchange with the Pacific Imperial Railroad at Lindero/Division as soon as PIR starts operating freight.[2]

The BJRR began operations in 2012 using 71.48 kilometers (44 miles) of the former Ferrocarril Tijuana y Tecate track which was constructed in 1910 by the San Diego & Arizona Railway from San Diego to [[El Centro. BJRR is the technical operating and maintenance assistant of Baja California segment from border to border under agreement from the manager of the railroad, ADMICARGA,[3] a State of Baja California Government entity. ADMICARGA assigned BJRR to replace former the rail operator of the line, Carrizo Gorge Railway, creating some controversy of a non-transparent process which led to further investigation from CZRY officials with the State of Baja California Congress.[4][5]

Other customers receive shipments such as borax, pig lard, lumber, steel, paper and cattle feed.[6] Currently the Tourist Passenger train excursions remain suspended until further notice.[7]

In February 2013, the local Baja California Directors of BJRR announced an investment of $20,000,000.00 to upgrade the neglected track starting with the first 20 kilometers from the border in Tijuana to El Florido, a maquiladora region located just east of the Matanuco lumber facility.[8][9] Work started in early May 2013 by building the Tijuana railroad yard with heavy equipment grading dirt in the area to add more track capacity in conjunction with the upcoming San Ysidro Freight Rail Yard Improvement Project by SANDAG.[10]
