Būtingė oil terminal (Lithuanian: Būtingės naftos terminalas) is an oil terminal near the village of Būtingė in the municipality of Palanga, on the coast of the Baltic Sea in the north of Lithuania, close to the border with Latvia. It lies near the mouth of the Šventoji River. It is a part of ORLEN Lietuva, and has been in operation since July 1999.[1] It was the first major petroleum project that Lithuania implemented after it attained independence. It has been designed and built with facilities that could handle crude oil exports of 8 million tons and imports to the extent of 6 to 8 million tons.[2][3]

The project was laid out in a land area of 1,239 hectares on the Baltic Sea coast, the first of its kind on this coast.[4] It was planned, designed and implemented by Fluor Corporation. The planning and preliminary designs envisaged the refinery, a single-point offshore mooring (in the form of a floating buoy), pipe line in association with an off shore terminal provided with pipelines and pumping stations. The single-point mooring was planned to be located off the port of Klaipeda with capacity to offload up to 4932 m3/hr. Based on the initial planning and design, a contract document for a single, lump-sum turn-key, contract to be awarded on engineering, procurement, construction management (EPCM) basis was prepared. The project was contracted, by the ORLEN Lietuva, on lump-sum contract basis for a sum of US$300 million.[2][4][5]

The EPCM part of the project contract was awarded and the work started in July 1995 and completed in July 1999.[5]
