The Infected Blood Inquiry is a British public inquiry into the Contaminated Blood Scandal, which is thought to have killed at least 1,250 people[1] throughout the United Kingdom (Exact figures are not known) and was announced by Prime Minister Theresa May on 11 July 2017[2].

The Inquiry was announced 1 week after a Group Litigation Order "Jason Evans & Ors" concerning Factor VIII & IX blood-products was lodged at the High Court against the Secretary of State for Health[3][4][5]. Speaking about the legal challenge, Des Collins (Senior Partner at Collins Solicitors) told the press that “I think it is vitally important because of what I can only describe as the cover up which has gone on for over thirty five years”[6]. Jason Evans, who is the main claimant in the Group Legal Action and also a Core Participant in the Inquiry, is the Founder of the campaign group Factor 8 which represents victims and families affected[7].

Chronology

3 August 2017, Collins Law Solicitors, now representing some 800 victims and families[8], wrote to the Prime Minister stating that their clients wanted a full public inquiry, a chair appointed as soon as possible and that the Department of Health should not be involved.[9]

3 November 2017, Damian Green published a statement which said that the Cabinet Office and not the Department of Health would now be the sponsoring Government Department to the Inquiry[10].

21 December 2017, Theresa May made a written statement to Parliament which said that the Inquiry will be chaired by a Judge, however, the statement stopped short of saying who that Judge would be.[11]

8 February 2018, The Cabinet Office announced that Mr Justice Langstaff would be the full time Chair of the Inquiry from 1 May 2018 following his retirement from the High Court. In March 2018 he began consulting with families and other stakeholders on the Inquiry’s terms of reference.[12].

2 July 2018, the Inquiry was officially established and the Terms of Reference were announced in Parliament[13].
