Mostly a combination of the first two of the following reasons suggesting socking:
- Qwerty3938 edited/edit-warred on the same articles as A4516416 and its blocked sock KasimMejia (e.g. casualties on the 2019 Turkish offensive into north-eastern Syria: qwerty3938 1, 2, 3; KasimMejia 1, 2 + several more; related from A4516416)
- Qwerty3938 left a strange message on A4516416’s talk page on the same day as KasimMejia’s most recent unblock request.
- Qwerty3938 has similar usage of caps in their similarly aggressive imperative edit summaries (e.g. compare A4516416’s edit summary and qwerty3938’s).
- Particular sensitivity to Kurdish identity / claims regarding territory in Turkey / Iraq / etc. on the edited articles (e.g. this compared to KasimMejia here and here).
