This low resolution image is used in Pablo Picasso, an article about the artist and his work, and is credited as a piece of artistic work. It is considered necessary for a proper understanding of the artist's creativity to be able to see this example of work. It is from a late period when his art took a new direction. This is specifically referred to in the article. It is considered that this will not cause commercial harm to the copyright holder.
