Jose Ragandap Ping-ay (April 13, 1950 – September 18, 2020), known as Engr. Jose Ping-ay, was a Filipino politician who was Congressman in the 14th and 15th Congress as Partylist Representative of Coop-NATCCO. He was a Sangguniang Panlalawigan Member (Provincial Legislature) of the province of Ilocos Sur and also as Vice Mayor of his hometown Santa Cruz.
Biography
Jose Ping-ay was born on June 13, 1950 in Santa Cruz, Ilocos Sur s second eldest among the three children. He studied in Saint Louis University in Baguio City and become a civil engineer by profession.
He graduated Elementary and in high school in Ilocos Sur, earned his Bachelor of Science in Civil Engineering degree at Saint Louis University in 1972 and was awarded Most Outstanding Group Coordinator when he completed a special course in urban and regional planning at the University of the Philippines in 1978 [3]
Political career
Ping-ay served as Vice Mayor in his hometown from 2001 to 2004 and Provincial Board Member of Ilocos Sur in 1995 to 1998 [4] He took over as COOP-NATCCO’s representative in Congress after Guillermo Cua of Cagayan de Oro City died in December 2009. Ping-ay was sworn into office in February 2009 [5] In the May election of 2010, Jose bid for re-election as Partlylist Representative of Coop- Natcco. He campaigned to win the hearts of every member of the cooperative sector from Luzon, Visayas, and Mindanao, which resulted in the party garnering 944, 864, or 3.42% of the overall votes, and at 6th place in over 178 participating parties. The party won 2 seats in congress. His immediate concern is to push forward for reform in the government's policy towards fostering a better atmosphere of the cooperatives sectors. In addition, Jose created Programs for livelihood and infrastructure projects for the network and members of cooperatives. While in Congress, he advocated for the passage of many laws, which include the "Rural Farm School Act," "Domestic Workers Act," "The Responsible Parenthood and Reproductive Health Act of 2012," and many more.
Works in Cooperative Sector
Ping-ay has been involved in the cooperatives movement for more than thirty years, He served as the chairperson of Sta. Cruz Credit and Development Cooperative from 1987 to 1995 and again in 2005 to 2013, He also was founder and chairperson of the Ilocos Sur Federation of Cooperatives from 1989 to 1995 and as Chairperson of the Northern Luzon Federation of Cooperatives in 1989 to 1992. He also become the Chairperson of the National Confederation of Cooperatives (NATCCO) in 2008. [6] During his term as Chairperson in 2008 NATCCO reached the landmark first Billion in Assets, [7] He also founded the Ilocos Sur Cooperative Bank in 1994 and Ilocos Sur Federation of Cooperatives.
