m InsaneHacker moved page Talk:National public health institutes to Talk:National public health institute: As far as I understand WP:SINGULAR and WP:PLURAL, the title should be singular since the article refers to the *concept* of a NPHI, is not a list of such institutions, and the exceptions in WP:PLURAL do not apply. There is also no article on a specific institute with this name, and so disambiguation considerations do not apply.
