State Route 163, also named the Cabrillo Freeway, is an 11 mile (18 km) stretch of freeway that was once the southern end of U.S. Highway 395 which was decommissioned in 1979. It splits from Interstate 15 at the south end of Miramar and extends south to Interstate 5, ending in downtown San Diego. The southernmost 2.5 miles (4 kilometers) of Route 163, where it passes through Balboa Park and under the Cabrillo Bridge is one of the most scenic freeways in the country.
Plans included widening the freeway through Balboa Park between Interstate 8 and Interstate 5 but community opposition seems to have destroyed any chance of that occurring.
