The article micronation defines them as "differ[ing] from secession and self-determination movements in that they are largely viewed as being eccentric and ephemeral in nature". If you read further on micronations, it talks about the number of people who are part of it and that when it is a small number, say 4 activists, it should be considered a micronation, not a country.
