It seems that the policy is poorly written. It needs re-writing to clarify. Both your interpretation and mine are valid. I will try to clarify the policy and get it changed. Policy change

I agree with you in that I don't like people to use others' names. LeonardoDiCaprioFan may be ok but not LeonardoDiCaprio.

On the other hand, we should follow policy, not make up our own policy. The policy at WP:U says "You should not edit under the real name of a well-known living person unless it is your real name, and you either are that person, or you make it clear that you are not.

The or you make it clear that you are not is saying that although your real name is Leonardo DiCaprio, you are not the famous one. So some random fan can't use the name.
