Request reason:

Gwernol has repeatedly engaged in acts of harassment, abusing his administrator authority and using his leverage as an administrator to harass individuals from the Southern United States. In his racism, he does not use objectivity in his decisions, he refuses to give reasoning before performing the block and he esclates tension by starting with a level 4 warning rather than a level 1. Gwernol has forgotten the many advisories of the TOS. He routinely bites newcomers, he routinely forgets to adhere to a neutral viewpoint (or purposefully doesn't) and he regularly engages in benign forms of harassment that would in many situations be considered criminal. An Administrator should be first and foremost an example on Wikipedia. Gwernol has not been an example, rather he has been a hinderance to positive growth. It should be known that Gwernol likes to harass users because they are from the south. This is bad and therefore he should be the one under a harassment, neutral POV, biting newcomers ban. He has set forth one of the most heinous examples and one of the most searing welcomes to newcomers. Because of this, he has made an enemy out of me.

After reading this I feel that we need to apologize to this individual in order to avoid the significant legal consequences of not apologizing and making this right.
