Kosal (known as Dakhin Kosal or Koshal) is the prehistoric name of today’s Western Orissa and some part of the Chhattisgarh state.

A movement has emerged in this area and majority of the people in this region are demanding a politically separate Koshal/Kosal state from the State of Orissa. [1] The demand for ‘Kosal/Koshal State’ in Orissa has become intense following the creation of three new Indian states namely Chhatisgarh, Uttaranchal and Jharkhand. The news headlines frequently captured the growing popular support for Kosal movement in Orissa[2][3][4][5][6][7][8][9].

Why Kosal state

The demand for Kosal state can be seen as a part of the growing popular movements in India for the creation of smaller states such as movements for Telangana in Andhra Pradesh, Vidarbha in Maharashtra, Harit Pradesh in Uttar Pradesh, Gorkhaland in West Bengal, and Bodoland in Assam. However, the demand for Kosal state in Orissa has risen mostly because of the prolonged underdevelopment and backwardness of this region by the state government. In the case of Orissa the process of economic growth has been regionally lopsided during the last fifty-years. While the coastal region has benefited mostly from the economic policies pursued by the state, the Kosal region remains largely neglected, marginalized, and deprived[1]. The regional imbalances has been such an extent that the news of starvation death, child-selling for rice, large-scale illiteracy, malnutrition, distressed out-migration etc. have came to be the characteristics of Kosal region.

Following are some of the reasons for the demand for a separate Kosal state:[2][3]

  • Poverty

The incidence of chronic poverty in Kosal coupled with government failures in addressing its rising trends has been the most important factor for the demand for a separate state in Orissa. Majority of Kosli people lacked minimum purchasing power to meet even square meals per day. In the infamous backward districts of Kosal region (Boudh, Sonepur, Balangir, Nuapada, and Kalahandi) more than 60% persons live below the poverty line. Recurrent droughts, inadequate irrigation, skewed land distribution, and a rigged market all together have made Kosal a ‘hunger belt’ in Orissa over the half century since Independence. The results have been a human-disaster including large-scale starvation deaths, child selling, out-migration and malnourishments serialized by various Indian as well as international newspapers.

  • Educational deprivation and less access to Higher Educational Institutions

Educationally Kosal represents the most backward region in Orissa. The gap between literacy rate of Coastal Orissa and Kosal is vast. Kosal region is lagging behind Coastal Orissa in terms of literacy rate and formal educational levels. The poor performance of the Kosal region as compared to the Coastal region in the primary as well as higher stages of education is because of the low levels of government educational expenditure devoted towards the region as compared to the Coastal region. It is further evident from the distribution of higher educational institution between Coastal Orissa and Kosal region.

  • Less access to health services
  • Inequality in Infrastructural Developments

The availability and quality of general infrastructures such as transportation facilities like road networks, railways, airports, and ports in this region is far from satisfactory. Recently the state has taken some initiative but it is not enough. The Orissa government is more focused in building best infrastructures in the Coastal region and has been ignoring the development of infrastructures in Kosal.
