Is this song based on another song from elsewhere? I remember UK channel 4 used to play a piece of music which consisted of the basic instrumental melody/riff in the 1980s. No vocals on it.

I guess Jeff Lynne used it as the basis of "Jungle" - but what is it? Or was it in fact derived from Jungle by someone else?
