You were incorrect to reassess that article for WP:USRD as you did. The project assigns Stub, Start and C/B based on a metric involving how many of the "big three" sections (route description, history, junction/exit list) are present, and since all three are there, it's a C. To be bumped to a B, that's when citation density is considered. BTW, TCO, per WP:Courtesy vanishing, "Vanished users have no right to return under a new identity or as an IP." Blocked

I'm going to block this IP address for a while as it's clearly being abused by a user who exercised a right to vanish but has returned to edit "anonymously". Continuing abuse once the block has expired will result in an extension of the block. Of course, if the editor makes a request to reinstate their account, I'm sure something could be worked out.
