Rajmond Debevec was born in Postojna, Slovenia, a part of the former Yugoslavia, on March 29, 1963. He became involved in shooting sports in 1971 and became a member of Junior national team in 1979. He won his first medal in 1980 by participating in Junior European Championship with air rifle. He represented Yugoslavia at the Olympic Games in 1984 & 1988 and Slovenia in 1992, 1996, 2000, 2004 & 2008. Among numerous medals and awards he has won, the most important is the 1st place at the 2000 Summer Olympics in Sydney, where he competed in the event 50 metre rifle three positions. He holds all world and Olympic records in this event.

He is only the fifth shooter to ever compete at seven Olympic Games, the others being Latvian Afanasijs Kuzmins, Belgian François Lafortune, Jr, Swede Ragnar Skanåker, and Peruvian Francisco Boza. Of these, only Kuzmins, who also competed with Debevec at the 2008 Olympics, has appeared at eight games. In 2000 he became the first Slovenian to compete at five Olympics; he has since been joined by biathlete/cross country skier Sašo Grajf in 2002, biathlete Janez Ožbolt in 2006 and rower Iztok Čop in 2008.

He joined the Military Sport Squad of Slovenian Army in 1991 and holds the rank of Warrant Officer. He has won two world military championships in 300m Three Positions in 2006 and 300m Rapid Fire Rifle in 2005 and 2008.
