He was working as an Art Designer in Weavers Service Centre Bhubaneswar, Govt. Of India, under Development Commissioner Handloom, New Delhi from 1978 to 1993 doing textile creative design for weavers & weaving organization to weave the same. After 15 years of Govt. service, he resign for the benefit of poor class people of western part of Odisha. For the poorest girls & women of KBK district, he has started many social organizations with the help and support of the Collector (District Magistrate) for giving them training & employment, so he started some handloom, handicraft & fine art organization at KBK districts.

Kailash Chandra Meher (born 22 January 1954) is an award winning eminent painter from the last five decades of the Odisha state of India. He has been honored with Padma Shri by the Govt. of India in January 2013.

Shri Meher is born in an artist family in Sonepur town of Odisha state. He has studied in Kalabhavan, Visva-Bharati University, Santiniketan. His efforts to promote skill of women in traditional and fine art through innovative new designs and paintings is commendable.

Shri Meher was too much dedicated to develop the artistic skill and also to improve the poor economic conditions of the women weavers for which he had developed some old Bomkai designs, which has attracted the market and product being named as "Bomkai Saree" have become very much famous all over India & Abroad. Shri Meher was too much dedicated to develop the artistic skill and also to improve the poor economic conditions of the w Shri Meher always thinks of innovative/creative new designs, techniques with a new conceptual research and experiments for better market promotion in India as well as in foreign countries. Tree paintings presented as an example for the prestigious "Shilp Guru" award was specimen of his excellence. Because of his excellent work in paintings, many more students & followers got National Award and also thousands of artisan families survive their livelihood by following his innovative/creative designs and paintings for their bread & butter. In addition to exhibitions of solo paintings and participation in group at State & National Level, he has also successfully participated in international exhibitions at Glasgow, London, Bali Jakarta, Bangkok, Singapore, Vienna, Paris, Dubai, Athens, Frankfurt and New York.
