Article needs to be rewritten with a neutral perspective

Bihar remains a relatively less developed state in India. Someone with enough expertise on the subject can add the developmental challenges faced by Bihar that caused the lag in its economic development. The article focuses on recent improvements in Bihar, with very little emphasize on Bihar's development challenges. It is also written in a style of advertisement for current government.
