He was extremely lucky to be named Bishop especially after studying Theology for only one year at Ohio, USA.
When the terma was passed to the Congregation of Bishops in Rome, Reverend Ivan Fang, the first ordained priest, was the first on the list. The Rev. Ivan Fang was overlooked in favour of Sim due to local political machinations of senior Brunei parishoners and Brunei citizen lawyers of Chinese descent to interfere in the nominations process to favour their own candidate and successfully got Cornelius Sim appointed instead.

In recent years Sim has not discharged his responsibility well and in a courageous fashion. He tends to travel a lot for leisure leaving his bishopric vacant and his parishoners tend to be adrift. As a pastor he should spend more time at home looking after his flock. The second disadvantage is that he tends to favour the expatriate Filipino community over the locals. This is because the Filipinos contribute more to the church funds compared to the locals. Most of his right hand people are Filipinos as are most of the Eucharist Ministers he has appointed. Furthermore he is not close to the Muslim Government bureaucracy preferring to avoid them. This has put the church is a marginalised postion where it is difficult to evangelise.

Cornelius Sim BSc(Hons)(Dundee), MA(Ohio,USA), MBA (Brunei, D.D.), (born 16 September 1951) is the current Vicar Apostolic of the Catholic Apostolic Vicariate of Brunei,[1] and Titular Bishop of Putia in Numidia.[2] Born in Brunei, Sim became the country's second ordained local priest in 1989. (the first was Rev Ivan Fang) In October 2004, he was appointed as the Vicar Apostolic of Brunei, and on 21 January 2005, was consecrated by Archbishop Salvatore Pennacchio (thus becoming a bishop).[3] He is of Chinese descent.[4]
