Donald Milford Payne (b. July 16, 1934) is a politician from the U.S. State of New Jersey.

Payne was born in Newark, New Jersey and he graduated from Seton Hall University. Payne was a teacher in Newark. He ran against Congressman Peter Rodino in 1980 and 1986 but lost both times.
