This editor is certainly very disruptive, but I'm afraid I don't have clear enough memories of the details to be able to offer you much information. I do remember that he/she mixes downright hoaxes and other vandalism with valid edits and edits where it is not easy to tell whether they are valid or not, making it very difficult to sort out the good from the bad. In that situation, the best thing to do is often to revert everything, even though that means losing some good edits. However, I'm afraid I don't have very clear memories of the case, and I can't even remember what my purpose was in listing IP addresses in the userspace page you mention. My guess is that I was checking them with a view to seeing whether any range blocks would be useful, but I'm not sure. Sorry I can't be more helpful than that at present, but if I think of anything that may be useful, I'll come back and let you know.
