There are frequently incorrect proofs of longstanding conjectures posted on the Math ArXiv. I do not want to prejudge Verger-Gaugry's long paper, but I do not think that it would not be appropriate to cite it on Wikipedia until it has been refereed and accepted for publication at a reputable journal.
