The problem with the article is that much of the sourcing is very local and doesn't yet meet [[WP:BIO]]. The Portland Mercury is always likely to write about one of its own, for example. I don't think that we are in a position to referee whether an article on Cavenaugh or Guerrilla Development is the better way forward. Best, I think, to draftify to enable further development. - Disclaimer: Stub creator. I say keep or move to Guerrilla Development because there should be an article for at least one of these subjects. - Keep I am not quite sure but the subject seems to be notable enough. There are several sources that mention him but none of them gives much elaboration on his activities. @Another Believer: could move the article to draft space, work with it when time permits and move it back to article space.
