As the whole of Wikipedia's content is licensed to the public at no cost, all material on the site must also be free of copyright restrictions, be properly licensed from the right holder, or there is a irrefutable case for fair use of the material. Uploading copyrighted material to Wikipedia without the appropriate grant of license from the right holder(s) opens Wikipedia up to liability. This makes Wikipedia vulnerable to right holders who can seek damages for infringement on their works. In order to keep Wikipedia free and functioning it is imperative that editors protect Wikipedia from this liability. '''When can you copy stuff from outside websites?''' There are some instances where material can be copied from outside websites, some of which were touched on above. The most common instances are material in the public domain (whether due to right holder(s) releasing the work or by the term of the copyright expiring) and by material licensed under creative commons. If the right holder grants an appropriate license the work could be copied from an outside website, provided the editor provides verification that the rights have been granted.
