I'm bringing this back up because you are not a native speaker and are missing this ... the above is a dangling string and not a complete sentence. For a nonsensical example, THIS would be: "It is possibly Balto-Aztec, another point of view developed during the 19th and 20th centuries ..." - do you understand the modifier/difference? Do you see how developed is used in context? Having the above just sitting by itself is NOT a sentence in English. Something is missing. I don't have the source for the Ukrainian Language article, but perhaps you do and can fill this out correctly. Thanks.
