This page dates to 2002. At the time it was proposed, there were only 13 regular contributors, and such policy as existed at all was indeed frequently ignored with few reprecussions. Although it has never been formally rescinded, it's unclear that it applies nowadays. See its Wikipedia talk:Ignore all rules for discussion.

One of Wikipedia's rules to consider:

If rules make you nervous and depressed, and not desirous of participating in the Wiki, then ignore them and go about your business.
