  • Comment: these declines are all of them unhelpful. t. There is sufficient material to document the key fact that brings notability , and it just has to be moved to the correct place. For an article like this , as long as just the plain facts are given, coi does not actually matter. And once they are moved to the correct place, an inline ref. in wp terms, is any device by which the reference is associated with the fact. It does not have to be in any particular form.

  • Comment: Friend, you misunderstood. Inline citations on Wikipedia are different than your standard inline citations, such as the ones you added. For instance, if I wanted an inline citation at the end of this sentence, I wouldn't do this.(Example, 2021) Instead, you need to properly format it with the link and other information. A basic example would be for me to type the sentence and type this after it.<ref>example.com</ref>. By typing that, a small superscript number would appear like this[1] and the reference automatically appears at the bottom of the page in the {{reflist}}. These are just the basics to get you started but there is more to know. Please see WP:REFB for a beginner's guide to citing sources and WP:ILC for a full guide to inline citations. Jose Ragandap Ping-ay (born April 13,1950), better known as Engr. Jose Ping-ay is a Filipino politician served as Congressman in 14th and 15th Congress as Partylist Representative of Coop-NATCCO. He was a Provincial Board Member of the province of Ilocos Sur,in 1995 until 1998 and also as Vice Mayor of his hometown Santa Cruz, Ilocos Sur from 2001-2004.

Early life

Jose Ping-ay was born on June 13, 1950 in Santa Cruz, Ilocos Sur. He is second eldest among the three children. He studied in Saint Louis University in Baguio City and become civil engineer by profession.

Education

Graduated Class Valedictorian in Elementary and Salutatorian in high school in Ilocos Sur, earned his Bachelor of Science in Civil Engineering degree as an academic scholar at Saint Louis University in 1972 and awarded Most Outstanding Group Coordinator when he completed a special course in urban and regional planning at the University of the Philippines in 1978 (Philippine Congress, 2020).

Political career

He took over as COOP-NATCCO’s representative in Congress after Guillermo Cua of Cagayan de Oro City passed away in December 2009. Ping-ay was sworn into office by then House Speaker Prospero Nograles when Session began in February 2009 (GMA News Online, 2009). Ping-ay hails from Ilocos Sur, and had served as Vice Mayor in his hometown from 2001 to 2004 and Provincial Board Member of Ilocos Sur in 1995 to 1998 and was awarded as the most "Most Outstanding Board Member of The Philippines" 1996.  

Works in Cooperative Sector

Congressman Ping-ay is deeply involved in the cooperatives movement for more than thirty years, he served as the chairperson of Sta. Cruz Credit and Development Cooperative from 1987 to 1995 and again in 2005 to 2013, he also founder and chairperson of the Ilocos Sur Federation of Cooperatives from 1989 to 1995 and as Chairperson of the Northern Luzon Federation of Cooperatives in 1989 to 1992. He also become the Chairperson of the National Confederation Of Cooperatives (NATCCO) in 2008.It was during his term as Chairperson in 2008 that the NATCCO reached the landmark first Billion in Assets, just four years into the “Transformation Journey” (NATCCO Network, 2020). Earning him the name Action Man.

Founder

He also founded the Ilocos Sur Cooperative Bank in 1994 and Ilocos Sur Federation of Cooperatives.(Molina, 2009)
