Jose Ragandap Ping-ay, known as Engr. Jose Ping-ay is a Filipino Politician who served as Congressman in the 14th and 15th Congress of the Philippines as Partylist Representative of Coop-NATCCO. He was a Sangguniang Panlalawigan Member (Provincial Legislature) of the province of Ilocos Sur and also served as Vice Mayor of his hometown Santa Cruz.

Biography

Jose Ragandap Ping-ay was born on April 13, 1950, in Santa Cruz, Ilocos was Sur. His Mother, Antera Ragandap a housewife, took care of the family while his father, Tiburcio Ping-ay earn a living as a farmer. Jose is the oldest among his three younger siblings Rosario and Tomasa. He is a bright student who graduated as class valedictorian in elementary and salutatorian in high school. He became an academic scholar of Saint Louis University and later earned his Bachelor Of Science in Civil Engineering degree in 1972. He completed a special course in urban and regional planning at The University of the Philippines in 1978 and was awarded the Most Outstanding Group Coordinator.

On May 27, 1973, Jose married the woman he met at the SLU Dormitories named Victoria Bustillos, a secretarial graduate of the same school he attended. At the age of 24, Jose, the young engineer, became a father and the head of his own family. He worked as an Assistant Provincial Engineer and as Staff Engineer in National Economic Development Authority to support them. After having a job in the government, Jose decided to work abroad to provide for the needs of his growing family. Hesitant to leave his young children and wife, Jose still chose to work in Saudi Arabia so that his family would experience a good life. After six years of working, he got his family to live with him abroad; however, it did not last long; after a year of staying, he decided to return home and live in the province with his family. With his savings, he decided to put up a business; in 1987, JRP Construction was created. This construction firm helped many people who are in need of a job to provide for their own families. Jose even gave them capital as an opportunity to start their own business. After Building many roads, bridges, and other government and private buildings, Jose felt something was missing and needed to do more than that. And this is the start of his more than 30 years of rendered service in the cooperative movements in the entire country.

Prior to his election as a member of the House of Representatives, Ping-ay served as Provincial Board Member of Ilocos Sur from 1995 to 1998 for he was awarded as the "Most Outstanding Board Member of The Philippines" in 1996. He also served as Vice Mayor in his hometown from 2001 to 2004 [1] and elected as President of Vice Mayor League Ilocos Sur Chapter. He took over as Coop-NATCCO's representative in Congress after Guillermo Cua of Cagayan de Oro City died in December 2009. Ping-ay was sworn into office by then-Speaker Prospero Nograles during the resumption of the session on January 19, 2009,.[2] He vowed to introduce legislation that can boost the agriculture and cooperatives sectors in the country.

2010 Philippine General Election

In the May election of 2010, Jose bid for re-election as Partlylist Representative of Coop- Natcco. He campaigned to win the hearts of every member of the cooperative sector from Luzon, the Visayas, and Mindanao, which resulted in the party garnering 944, 864, or 3.42% of the overall votes, and at 6th place in over 178 participating parties. The party won 2 seats in congress. His immediate concern is to push forward for reform in the government's policy towards fostering a better atmosphere of the cooperatives sectors. In addition, Coop Natcco Partylist created Programs for livelihood and infrastructure projects for the network and members of cooperatives. While in Congress, Congressman Jose R. Ping-ay advocated for the passage of many laws, which include the "Rural Farm School Act," "Domestic Workers Act," "The Responsible Parenthood and Reproductive Health Act of 2012," and many more.

Works in Cooperative Sector

Congressman Ping-ay has been involved in the cooperatives movement for more than thirty years, He made his mark in the national cooperative movement after steering the Sta. Cruz Agricultural Cooperative which he chairs into a P236 million enterprise with five branches is a far cry from its petty status when it began in 1984 with P5,000 capital.[3] Before entering the legislative arena, Cong. Ping-ay has long been engaged in the cooperative sector holding various management positions in various cooperatives. He previously served as a member of the Board of National Confederation of Cooperatives (NATCCO) for two years before he was elected as Chairperson of the Board. During his term as chairperson in 2008 NATCCO reached the landmark first Billion in Assets, thus earning him the title "Action Man" [4] From 2006 up to 2009, he is also the Chairperson of the Board and Founder of Ilocos Sur Cooperative Bank. Prior to it, he was ISCB’s Vice-Chairperson. He was also the Chairperson of the Board of Sta. Cruz Savings and Development Cooperative from 1989 to 1992 and again in 2005 to 2013. Similarly, he served as Chairperson of the Board of NORLU-AGRI Marketing Cooperative from 1989 to 1992 and Northern Luzon Cooperative Development Center from 1990 to 1992. In 1989, he founded and chaired the board of Ilocos Sur Federation of Cooperatives until 1995. He too held other management positions as Vice Chairperson in Ilocos Sur Electric Cooperative and the National Confederation of Cooperatives.
