Lacking information - labile cell types, location, function

This article desperately needs expansion, even as a layperson I read the whole thing and still don't really know what a labile cell is beyond an abstract definition. What types of cell are labile? Where in the body are they found? What are their functions? And presumably there is a reason why these cells are labile, how does their lability help them carry out their function?
