As well as a very minor copyedit, for accuracy's sake I amended "whether the re-block constituted wheel-warring" to "whether the subsequent unblock and re-block constituted a wheel-war", because the comments made on-wiki and during internal discussion suggests the scope of Malleus Fatuorum is the conduct of both administrators: the basis in consensus for all the actions except the original block will be examined during the case. I hope this is okay. The arbitration report this week was written by an editor who has not done so before; I think I speak for the other readers in saying I would not have noticed it was a new writer - good job!
