No indication this is a notable person. Seemingly won an unremarkable pageant 2 years ago and no indication they are notable for this or anything else. Contest is not significant enough even for subject to pass WP:ANYBIO. Declined at AfC and drafted several times, but reverted by creator, so needs community consensus.
