In this Cambodian name, the surname is Chem. In accordance with Cambodian custom, this person should be referred to by the given name, Snguon.

Chem Snguon is the former minister of justice for Cambodia.[1] In 1993 he was a member of the Constitution Drafting Committee.[2]
