Why "The reason for this periodicity is not known for sure?"

It is clearly stated in the "Why It Can Discriminate Coding from Non-coding?" section that

If the codons are sampled uniformly at random, as they would be in a noncoding segment of DNA

This statement implies that this 3-base periodicity property is due to the randomness of codon determines coding/non-coding state of DNA segment. Why it is stated in the second paragraph that

The reason for this periodicity is not known for sure
