Why "The reason for this periodicity is not known for sure?"
[edit]It is clearly stated in the "Why It Can Discriminate Coding from Non-coding?" section that

This statement implies that this 3-base periodicity property is due to the randomness of codon determines coding/non-coding state of DNA segment. Why it is stated in the second paragraph that
The reason for this periodicity is not known for sure
