The rule on how to separate tied winners had been modified as late as in 1989. Before that, all juries were supposed to be called back and cast a new vote. Realising the amount of time that would take, it was decided to count the number of "12" and, if they also produced a tie, continue by countring "10", "8", "7" and so on for as far down as needed. The French claimed not to know about this new rule and accused the Swedes of cheating.
