Unsupported political bias?

I refer to the following:

"Democracy building is also believed by some to be possible through war, the NATO War in Afghanistan and the War in Iraq being examples."

Who believes democracy building is possible through war? Why are these two wars examples? Without a citation this amounts to weasel words. Without a citation who really cares if some believe it to be a useful form of democracy building. Without any explanation as to why these two ongoing wars are successful examples, this sentence is useless.
