You have correctly identified that its from http://sagarmediainc.wordpress.com/2013/08/11/8861/.

But sadly , that wordpress has copypasted it from http://pib.nic.in/newsite/PrintRelease.aspx?relid=101494 , which is the original site . The sagarmediainc is copy paste .

I have taken the infomation from Government of India website , wikified it , and given it with appropriate citation to the PIB article .

I dont think it's a copyright violation.
