Navbox organization, order?

Can anyone explain the thinking behind the order of the programming languages in the navbox? The arrangement seems at least partly disordered or somewhat random. It would help readers were there some clue as to rationale. I won't alphabetize anything yet, out of respect for whatever is going on here, but something needs a bit of attention. Thank you.
