Alluding to previous lyrics
Students of literature are taught in high school and undergraduate levels that writers often intentionally and importantly allude to other artist's words and their own previous words. From Edgar Allen Poe "Raven" to T.S. Eliot's "Wasteland" to The Police's repeating "It's a big enough umbrella" lyric in both their "Oh My God" and "Every Little Thing She Does is Magic" songs several years apart - good artists are not usually redundant without intention.
Bruce Springsteen is a good and intelligent artist. Bruce is not simply being "trivial" when he repeats his words and themes in subsequent songs. He's not generally wordy or verbose. He carefully chooses his few words. I think he wants his fans to make those connections, not only across time to reminisce, but more importantly to show he has remained consistent in his ideas. He's likely repeating to emphasize that what he said twenty years ago, he is still fighting for today.
