Seems this IP is used by every terminal of every internet cafe in Sihanoukville, so this block is actually blocking all anonymous edits for the entire city, and (according to one internet shop owner) it probably also blocks several other nearby towns. Does the "User contributions" history for this IP really warrant that? Fair enough if it does, but maybe it should be (more?) carefully reviewed first.

Please stop adding inappropriate external links to Wikipedia, as you did to Sergei Storchak. It is considered spamming and Wikipedia is not a vehicle for advertising or promotion. Since Wikipedia uses nofollow tags, additions of links to Wikipedia will not alter search engine rankings.
