Koculi is a village 15 kilometers East of Vlora, near the mining town of Selenica. It is one of the oldest villages in the southern Albania. Some of the oldest objects present at the Museum of History in Vlora are from koculi.

Koculi is quite known in the history of Albania as the birthplace of Duro Shaska, Qazim Koculi, Sadik and Xhelal Shaska and it is perhaps the only village in Albania which is the birthplace of two university rectors, namely Shezai Rrokaj and Tanush Shaska.

Tanush Shaska is the Rector of The University of Vlora currently while Shezai Rrokaj served as the Rektor of the University of Tirana during 2002-2008.
