This is a page for working on Arbitration decisions. The Arbitrators, parties to the case, and other editors may draft proposals and post them to this page for review and comments. Proposals may include proposed general principles, findings of fact, remedies, and enforcement provisions—the same format as is used in Arbitration Committee decisions. The bottom of the page may be used for overall analysis of the /Evidence and for general discussion of the case.

Any user may edit this workshop page. Please sign all suggestions and comments. Arbitrators will place proposed items they believe should be part of the final decision on the /Proposed decision page, which only Arbitrators and clerks may edit, for voting, clarification as well as implementation purposes.

Motions and requests by the parties

Should Noloop be unblocked to participate in the case?

Comment by Arbitrators:
I will ask the blocking admins to comment here. I will also ask User:Pantherskin to comment, as they have placed a "sockpuppet" tag on Noloop's userpage. Carcharoth (talk) 19:39, 23 August 2009 (UTC)[reply]
Thanks, Black Kite. I should have checked the block expiry time! Could you and/or FisherQueen please make clear to Noloop that even after the block expires, they need to be on their best behaviour during the case, and avoid the behaviour that led to the blocks, otherwise they will end up blocked again. Thanks. Carcharoth (talk) 20:35, 23 August 2009 (UTC)[reply]
Given FisherQueen's agreement below, I have unblocked and left a note to that effect. Black Kite 21:00, 23 August 2009 (UTC)[reply]
Thanks. If any of the parties or those presenting evidence continue to escalate the disputes, could that be noted here so we can deal with it? I believe the article in question as regards the blocks is Criticism of Human Rights Watch. Could the details of these blocks, and of any other articles where there have been disputes, please be entered into evidence? Carcharoth (talk) 21:02, 23 August 2009 (UTC)[reply]
Comment by parties:
Noloop is currently blocked, will he be able to edit this dispute. If not then that seems a tad unfair. Slatersteven (talk) 18:45, 23 August 2009 (UTC)[reply]
I agree, yes, unblock Noloop for this, though if he continues to edit like the way that got him blocked, then the block should be replaced.Abce2|Aww nuts!Wribbit!(Sign here) 19:50, 23 August 2009 (UTC)[reply]
Though I'm not sure if he will even post here, given the quiting messages on his talk page.Abce2|Aww nuts!Wribbit!(Sign here) 21:01, 23 August 2009 (UTC)[reply]
Comment by others:
(Original blocking admin) - No objection to unblocking to participate in the case, though I'd note that there's only around 24 hours of the 7-day block left anyway. Black Kite 20:16, 23 August 2009 (UTC)[reply]
(Other blocking admin)- It's fine with me if he is unblocked in order to discuss this case, although I'd prefer that he refrained from editing the article in question if the purpose of the unblock is participation in this. -FisherQueen (talk · contribs) 20:44, 23 August 2009 (UTC)[reply]
