Please read the username policy before submitting to UAA.

You've misunderstood what WP:UAA is for, then. It's for requesting blocks due to blatant username violations, like the instructions on the page say. Also of note, the policy does state that users who use non-Latin characters in their username should translate their username in signature format so English users have a way of addressing the user. Administrators aren't there to be the "voice of authority", they're there to carry out certain restricted actions. Anyway, if you want to ask this user to follow the recommendation that they have a Latin-alphabet signature, go ahead. If you did not create this file yourself, you will need to specify the owner of the copyright. However, if the copyright holder is different from the website's publisher, their copyright should also be acknowledged.
