Mainly for editing (improving/typos/expanding information) on edit notices without having to make a request first.I am a busy editor (several hours a day on the Wikipedia) and I have a clean account since 2006; there are no reasons to suggest that I would abuse this tool. I would like to help create accounts especially because I know what it is like to be in a place where the IP is blocked but you need an account to use. I would like to help create accounts for those people. I have a clean account and have permissions for rollback and review and I would have no reason to abuse this permission. Thank you.
