The uploader is most certainly not the copyright holder of the Czech national anthem, so the given license tag is bogus. The anthem as such should be public domain per {{PD-CzechGov}}, but this does not necessarily apply to any of its particular recording where copyright of the performing musicians could be violated, unless it is in fact an official release by the Czech government. Uploader claims this is self-created, but searching for other images of the subject (i.e., Google Images) reveals scaled-down versions of this file used in press releases, etc. (for example, at [2]). Thus, this is a suspected publicity photo and not a self-created free image as tagged.
