Frans Baert (Grembergen, 25 november 1925) is dutch-speaking belgian flemish lawyer and philosopher, former member of the Volksunie party, before joining the Spirit party and then the Sociaal-Liberale Partij.

La doctrine Frans Baert

Frans Baert is the founder of a methodology, known in dutch as Bartdoctrine; regarding Flemish independentism.

This doctrine, taken by some flemish politicians, is a step-by-step strategy in order to get independence from the Belgian State through democratic reforms.

Each State reforms must follow three basic rules in order to reach a Flemish independence at the end:

  1. Each reform must be a significant step towards greater autonomy.
  2. Each reform should not prevent further reforms.
  3. Inside each reforms, the price paid to the other negociator sould not be unreasonable.
