Cassavettes' script?

In October 1988, with his health failing, Cassavetes proposed turning the rights to the script [Casualties of War] over to [Sean] Penn and Seymour Cassel for a production to be directed by [acclaimed Mormon film director] Hal Ashby. A "remake" of another movie?

In the DVD documentary, De Palma says there was anothe rmovie made about the same true story and that created a big controversy in Berlin ( a film by a German filmmaker) anyone knows what movie this was?
