EUCLID, also called Pôle Universitaire Euclide or Euclid University, is an intergovernmental organization. Its legal framework was formalized in 2008 by a multilateral memorandum of understanding[1] which was reconfirmed and amended in 2009 by means of a framework agreement.[citation needed] EUCLID has been formally registered with the Association of African Universities since 2009.[2] The website of the International Association of Universities has also listed Euclid, since 2011, under the "Regional/International Institution" category.[3] Euclid University is not currently included, as of January 2012, in the International Handbook of Universities[citation needed] or in the "World Higher Education Database".[citation needed]

The organization limits participation on an invitation basis.[4][clarification needed] The official languages are English and French.

Background and constitution

The EUCLID intergovernmental framework was presented by IOSD Secretary General Syed Zahid Ali at the ICCI Conference of Qatar in 2008 and was adopted that year in April.

The formation of EUCLID as an independent institution is closely connected to the programs offered by the Euclid Consortium. The consortium depends on its member schools for actual degree issuance and accreditation.[citation needed] In spite of the direct approval by the Minister of Education of Chad (as supervisory Ministry of the University of N'Djamena), this approach effectively prevented the Euclid Consortium from being recognized as an accredited institution since it had no direct and explicit degree-granting charter.[citation needed]

In January 2008, Syed Zahid Ali, the senior official of IOSD, the administrative organization for the Euclid Consortium, presented to various governments a new legal framework called EUCLID Phase 2.[5] Considering the fact that many senior officials from various governments had taken advantage of Euclid's programs,[citation needed] the new framework would ensure direct governmental oversight, charter and accreditation for the proposed new institution.[citation needed] The new framework was presented as inspired by the model of the Academy of European Law.[citation needed]

The constitutive intergovernmental agreement, in the form of a Memorandum of Understanding, was approved by the governments of the initial participating parties in April 2008.[citation needed] Notably, this intergovernmental agreement was careful to specify both an explicit degree-granting charter and accreditation by the Ministries of Education for the new institution.[citation needed] The agreement was further revised and renewed in the form of a Framework Agreement with multilateral entry into force on September 25, 2009.[citation needed]

Accreditation and Recognition

An independent report on the status of EUCLID and the international utility of its degrees was published in January 2012 by Accredibase Limited, a British company dedicated to monitoring unaccredited and unrecognised institutions. The report was written following the request of EUCLID in May 2011 that Accredibase change the listing of EUCLID as an unaccredited institution. Accredibase has decided to maintain its classification.[6]

EUCLID is listed as unaccredited by the Oregon Office of Degree Authorization, which states that it is evaluating the present legal status of the entity.[7]. The State of Michigan will not accept degrees from EUCLID as qualification for Civil Service positions, because it is not accredited by an accrediting agency recognized by the Council on Higher Education Accreditation.[8] It is illegal to use EUCLID degrees in Texas because EUCLID lacks degree-granting authority from Belgium, from which it operates, though headquartered in Pakistan.[9] The State of Maine lists EUCLID as an "Unaccredited Post-Secondary Educational Institutions" [10] It has been listed as a diploma mill by the American Association of Collegiate Registrars and Admissions Officers. [11]

Euclid University is listed as a college of the University of Bangui as a their distance education campus responsible for: Arts and Humanities; Business Administration; Cultural Studies; Ethics; Government; Information Technology; International Relations; Theology.[12]

Trademarks

According to the constitutive instruments, EUCLID (University) is defined as an having international legal personality and was granted a ".int" domain name under IANA regulations.[13][failed verification] The institution also enjoys intellectual property protection as an international intergovernmental organization under Article 6ter of the Paris Convention for the Protection of Industrial Property which is administered by the World Intellectual Property Organization.[14][15]

Headquarters

EUCLID's statutes allowed a transitional headquarters office in Brussels, Belgium, until a suitable headquarters agreement could be approved with a participating state.[citation needed] Having begun as a college and extension program for the University of Bangui, EUCLID (University) signed a headquarters agreement with the Central African Republic in March 2011 with the University of Bangui as host institution and official visiting campus.[16] The headquarters agreement was filed as a treaty with the United Nations Treaty Section in April 2011.[17]
