Why would he need to identify, isn't that just for the tool where you can see IP addresses and emails? If he has a list of the participants and their emails, he can make six right now, he'd just need the flag to do more. Likewise, Stephen, if you contacted someone with the flag, they could make all the accounts for you in one go. — Bility (talk) 23:22, 18 May 2012 (UTC)[reply]
I didn't say that they "have to" be identified. I just want to make sure that it's done correctly. Bility's process sounds perfectly fine but, if the flag is given to accommodate this process it would need to be removed when done. Stephenwanjau Bility has a good idea you can ask for help in IRC here: #wikipedia-en-accountsconnect I'm sure someone would be glad to help get the accounts created. Both as a WMF employee and as a volunteer, I often find myself doing outreach related to enwiki before large groups, often without a lot of advance planning and no easy access to IP ranges in advance etc., and while I have no interest in becoming a sysop, could really use the Account Creator permission.
