BIOGRAPHY

One of CPNHS’ distinguished alumni who keep returning to his roots, Atty. Hermogenes P. Pobre is a Certified Public Accountant, a college professor and a lawyer. He entered the military as commissioned 2nd Lt. in the Armed Forces of the Philippines (AFP) after finishing his advance ROTC in 1952. In the same year after finishing bachelor of Business Administration Degree in Philippine College of Commerce and Business Administration (PCCBA) now the University of the East (UE) he passed the CPA board licensure examination and in 1995 he passed the bar exam after studying at law school at the University of the East, to become a CPA-Lawyer at a young age. He spent 24 years in the Academe, serving three leading institution of higher learning the UP, as Professorial Lecturer III, at UE as Full Professor/CPA Reviewer and at PUP as CPA Reviewer. He is also a distinguished career public official with proven qualities of integrity, incorruptibility, competence and humility, he made his professional work through sterling and unblemished record of public service as Budget Examiner of the Budget Commission (1958-1963), Assistant Secretary of the Department of Justice (1978-1985), Commissioner of the Commission on Audit, Chairman of the Board of Accountancy (1987-1990), and as Chairman of the Professional Regulation Commission (1992-2001) in a span of 43 years through sheer merit. Atty. Pobre has received four Hall of Fame awards in his time: from the Government Association of Certified Public Accountant, from Philippine Institute of Certified Public Accountants, from Constancio Padilla National High School, and from the University of the East Law Alumni Association. He also received several commendation and recognition awards such as Doctor of Law Honoris Causa (1999) by UE, Outstanding Professional of the year in the field of Accountancy (2011) by PRC, Most Distinguished Alumni of All Times (2011) including Presidential Commendation Award for his exemplary service as Chairman of the Professional Regulation Commission during the term of President Fidel V. Ramos. He was appointed four times under President Ferdinand Marcos and thrice under President Corazon Aquino, staring as Career Executive Officer, Rank II and culminating in his appointment as Chairman of the Professional Regulations Commission on February 16, 1992.

Upon his retirement from the government service, Atty. Pobre was hired by the Manila Bulletin Publishing Corporation as Vice-Chairman of the Board, President and Publisher of the Manila Bulletin; the leading newspaper of the country; a popular broadsheet known for its modern and largest printing equipment in Asia. He was also hired as Internal Auditor and then promoted to General Manager and as Vice-Chairman of the Board of the Historic Manila Hotel.

Atty. Pobre is married to the late Josefina, a CPA and former Chief Accountant of the Court of Appeals, with whom he is blessed with three children all professional in their own right and five grandchildren.
