This is a fairly meaningless term in English -- can someone explain if it has some technical meaning in this context? --Jfruh (talk) 03:34, 26 August 2012 (UTC)[reply]
It means that the communities, that form the state, have a mirrored organisational framework, but the laws and the internal organisation is determined by the local government of the communities, rather than determined top down from the federal government.
